Windows XP won't restart from shutdown

Windows XP SP3 will not restart from shutdown. I have to reboot to bring
Windows back up

Any advice?

When I attempt to re-start from 'Start - Turn off My Computer', windows
closes down but doesn't restart - just hangs with a black screen. Then have
to re-boot.
