The Phone Dialer Accessory has disappeared

The Phone Dialer Accessory has disappeared from my Programs menue. Tried to
dial from Time and Chaos PIM; part of the dialer appeared, then the computer
hung and I had to power off to reboot. Ran File Search utility in Windows,
and it could not find any file with "Phone Dialer" in the name. Recently
installed SP3. How do I reinstall without reinstalling all of Windows?

The modem device driver may be corrupt. Go to Start/Run, and type
DEVMGMT.MSC , highlight the modem device, Action menu, "Uninstall", (do Not
put a check in 'delete driver") then Action menu, "scan for hardware
changes", to find the device drivers again automatically.
