Strange auto-hide behavior

Suddenly, the auto-hide on the Quick Launch/Taskbar is behaving strangely.
If I select auto-hide, the bar goes down, but I can't click on it to
retrieve it.

Slowly move the cursor down until it changes to a double ended arrow. Press
and hold down the left mouse key and drag cursor upwards.
