Internet Explorer 7 Problem

I just reinstalled Windows XP Pro back on my computer, and now when I upload
the Internet Explorer 7 off of the update page, ( Download runs fine ) But
when I click start and IE, All I get is a flash on the screen but no
Explorer page and it will not display any other web page at all. And if I
don't download it everything work great. Can someone help me on how to fix
this problem?

You lost me! What are you talking about, upload, download what?
