You can't reinstall without either a recovery disk/Partition!
Can you Boot into either Mode?
If you do try System Restore to an earlier date and see if that will make
thing stable.

What files have you deleted? Why?

To reinstall, you need one of the following three things:

1. An installation CD (either retail or OEM)

2. A restore CD provided by the OEM who built your computer.

3. A restore partition provided by the OEM who built your computer.

Since you've told us nothing about who built your computer or whether
XP is a retail or OEM version, I can't answer your question directly.
