Non-admin user getting error opening SCM

Non-admin user getting error opening SCM
When a non-admin user logs in, a window appears with the title "etiv"
containing the message, "Could not open Service Control Manager". This
happens twice every time this user logs in.

Everything seems to run fine, but it's annoying having these windows pop-up
every time.

Does anyone what's causing this and how to fix it?

I would tell the user to change their password

This user doesn't have a password. I tried adding one to see if it made a
difference, but it didn't.

Some file is probably corrupt. I would try 'sfc /scannow' to replace any
damaged files.
