XP Pro using 2 networks
Right,

I have an XP Pro box.

It used 1 NIC to access a cable modem.

The other to access a printer and a dial-up modem for backup.

This is acting like an on/off switch .

When the XP Pro reboots or shutdown, it tends to go into use the backup
instead ofthe cable.

How can I get WinXP to be more self-determinant?

XP is "dumb" and will access the network access in no particular way.
You need to set up the two network adapters with different network
"metrics" in order for the XP to use the network adapters as you want:

When you configure the NIC for the printer, set the configuration
manually and leave the Default Gateway parameter blank.
