I got the same issue with Windows Server 2003 SP2. Running in Safe mode
didnt help. I tried given the Admin account all rights via Security tab
to cmd.exe, ftp.exe and mmc.exe with no luck. Anyone>? Also cmd.exe
launches just fine.
