can't access websites with IE 7

Cable connection, running win-version 5.1 w/ service pack 2...can access web
with Firefox, but not with IE7. Internet Explorer is default browser. when
clicking IE shortcut, I get the window that normally appears and the tab says
loading, then switches to "customize your settings", then I get nothing after
that. Any ideas? and yes, i deleted cookies and Temp internet files and
cleared the cache, ran disk cleanup and defragged. HELP!!
