If the tv signal is fine it means the tape recording is ok.
So, if Movie Maker nor Premiere can't read it properly it means there must
be something up with the pc.
I'd start by suggesting trying a simple capture programme called windv, all
this does is catpreu dv.avi files. It can be downloaded from a link here.

Let me know how that goes.
All apps when capturing as dv.avi will use the msdv codec, so, know you
don't need a better decoder.
