FRAME BY FRAME EDITION

Is it possible to manage one frame (1/30 of a second) at a time?
I want to modify one frame only (or 2, or 3 consecutive) out of every 30
frames per second segment.
If this is possible please let me know how.

WinXP shows every other frame.... if you
add the slow down half effect...you can see
every frame. (after you edit the file...you can
remove the effect)

Vista shows every frame.
