Actually checking that is my workaround to avoid the symptom. ; )
It would happen if you have a PPPoE connection which is not logged on
and OE (or IE) are configured to use a LAN connection. Then the problem
would be that the LAN connection would be to the TCP loopback address
where there would be no DNS...
Therefore, I make sure that both OE and WLMail are aware of my PPPoE
connection. Then, when I know that there isn't one I just reconnect by
checking Mail (e.g. press Ctrl-M). That connection is set up for Auto-dial
so that happens and then all Internet apps can use it as if there is a complete
LAN connection to the Internet.

Then you should really be posting in a newsgroup which specializes in
Networking for your OS because it is not a problem with either OE or IE.
Those just happen to be two applications that you are using where you notice
the problem symptom the most.
For example, you will have exactly the same symptom (actually a worse one)
if you try to use XP Help and Support (e.g. press Win-F1 and use its Support
Get help from Microsoft link. Even when both OE and IE are content that page
is still telling me that an "Internet connection is required" and if I use its
Connect button the only option the resulting Network Connections dialog
offers is to Hang Up my PPPoE connection. YMMV.
BTW are you really using just XPsp2? (XP3 is available and auto-updated
for me--but that's another story. <w>)
