PPPoE is a very common protocol many ISPs require that both DSL and cable
subscribers use, in order to control the allocation of IP addresses and provide
usage accounting, just as is done for regular dial-up subscribers.
Have you tried any of the commands and diagnostics I suggested in your other
thread? (Subject: Conflicting notices: Offline/Online) Also cross-posted
by me to XP Networking.

I think you still haven't grasped that just because you have a pipe (e.g. your cable
connection) it doesn't mean that you can usefully send anything through it until certain
levels of "handshaking" are done. That's what you need to check and tell us what
those are.
Also, BTW your ISP should be able to assist you and make sure that
your basic configuration is what it should be for your OS in order to meet
their requirements.
