Are those popup official Dell popups like EULA etc?
If so,
START | RUN | Type 'regedit' (without quotes) & press ENTER
Navigate to:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\Run

Registry menu | Export Registry Key (to back the key up first)
-----
In the right pane you'll see the entries pointing to things like EULA etc
But while you're in there delete entries like Adobe Speed Launcher, Real Media Update
(TKBell) & Quicktime. You don't want them always checking for updates & slowing startup
down etc.
Exit the registry editor
