Permissions to Use Wireless Access

Hi all

We have a recurring issue with user laptops.
All laptops are configured as clients in a Windows2003 Server environment.
By default domain users do not have permission to use or change the settings
on the wireless network connection.
This is a problem for me, as the laptop owners are mobile and need to
connect to hotel, client and a miriad of other networks.

So how do I give domain users the right to alter wireless network settings.
