Better:

For Internet Explorer: Tools > Options > Programs, then click on the "Make
Default" button. (That's IE7; other versions will be similar, just look
around.)

For Firefox: Tools > Options > "Main" tab, click on "Check now" at the
bottom in System Defaults.

For anything else: look in the Options section; Google it; or post back
here, specifying which browser you use. And say please.

The "Set Programs and Defaults" uses the information added by the respective web browser and does not do anything of its own.
