Move file/folder

Move file/folder
I am using XP Home with SP2 and all updates. When I move the position of a
file or folder by left clicking and holding on the blue line at the top an
outline of the file or folder moves to the new position. When I release
the mouse button the file/folder snaps into the new position. This just
started in the last day or two. Previously, the entire file or folder
would move when I repositioned it.

I have no idea what I did to cause this to happen. I went over the entire
folder view menu and can't find anything that might change it back. I am
using Windows Classic folders.

Any suggestions?

Open Display Properties, Appearance tab, click Effects button, check
"Show window contents while dragging".
