I've got the same problem, (terminal service won't start, so fast switching
and welcome screen don't work) but can't run the utility referenced because
it is only for SP2. I have already loaded SP3. Do you know what the utility
does, Is there a manual way to do it?

Run the fix here, works in Windows XP SP2 and SP3.

"Error 1083" when attempting to start Terminal Services service in a Windows
XP Service Pack 2 computer:
