OK, then try adding it to the Registry and see if it has an effect.
Try it with the Hex value first. You can make a Registry file by copy/pasting the
info between the dotted lines into Notepad (with Wordwrap OFF), and save it as
"nosavesettings.reg" (including the quotation marks). Then merge the .reg file by
right-clicking it and clicking Merge.

Set it to 0 as shown above, reboot, adjust your QL icons, see if they hold after
another reboot.
If not, set it to 1, reboot, try again, then if needed set it back to 0 and test
again.
If still no joy, delete the hex value and try the DWORD value instead, and repeat
the testing with each setting, to see if any work for you:
"NoSaveSettings"=dword:00000000
or
"NoSaveSettings"=dword:00000001
Other than that, I have no ideas.
