Unable to delete a file

Unable to delete a file
I get the standard popup about space and read-only. When I open it, it
says 'read-only in the window title bar.

When I go to the window's properties, read-only is not selected.

If I drag the file to the Recycle Bin, there are no messages and it
disappears from the folder it is in. I check the Recycle Bin and it is
there. I empty the Recycle Bin and it disappears. I reopen the folder
it was in, and it has mysteriously returned.

I did a cold reboot and everything was the same except the file did not
show up in the Recycle Bin.

I would really like to delete it!
