Change icon appearance Win XP7 Pro.No longer works

Unable change icon appeaarance in XP7 using the following I got last year
from I am sure this site: Following the instructions exactly it alwaysworked
until a reinstall of Win.

If you right click a LINK button (that you wish to display your custom icon
file)...then > Properties > Web Document Tab > Change Icon...then browse to
and select your intended icon image > APPLY (first time)
....THEN (before closing out of the properties window) click on the GENERAL
TAB
....and click APPLY (second time)
....then tick the READ ONLY checkbox
....then click APPLY (third time)
....then click OK to close the properties window.

The above worked fine in 2007 and up until until I had to reinstall Win last
week.
Now it all works find until I click the last OK ....and the icon does not
change.

Any advice?
