Folders in "Windows Temp"

Folders in "Windows Temp"
I keep getting a "Cookies" "History" Temporary Internet Files" folders in my
Windows /Temp folder upon restart. I can't delete them it says "being used
by another program or file". I went to "Processexplor" (procexp) and it is
being used but the same processes as the ones in the Documents and
Settings/User/Local Settings/. I killed the "svchost" associated with it and
was able to delete them. Why are these folders returning to my Windows/Temp
folder every time I restart?

Because the OS checks that they are there makes them if they aren't, and it
does that because they are needed.

It has to have some place to put the temporary files it will make, and the
cookiess and IE cache files have to go somewhere - that's what the
content.ie5 folder is for. You can change the locations.

Normally this content, "Temporary Internet Files" is stored in your profile
tree, in the Local Settings. It can be redirected by using Internet Options.
Sometimes if a TIF location becomes unavailable, Windows automatically
relocates it to the Temp variable folder as a fall back location.

But read my post closer, I said it is in Both places, Windows/ temp, and
docs and settings...local settings...

but they ARE in my Docs and Settings...local settings...so it doesn't need
to be in windows/temp also...

This Normal, the one in your Docs is for your profile and the one in the
windows Directory is for the system, why?.
Well, say you have Three Users Profile on this machine, each one will have
the Temp created in there Profile Tree to keep tracks what they accessed on
this machine from Files/Folders and IE sessions!.
The windows Tree mainly to keep track of every thing been access or download
(unless you configured the download to the Doc&settings/ Temp).

I'm not sure what you mean by Open on Restart, does it Open on Start Up, it
shouldn't and you can remove it from the start Up list by using this tool:

You can use the AutoRuns for Windows v9.0 to remove from Startup:

Thanks for the info. I'm happy as long as it is "normal" (ps: I meant it is
created (folders) everytime I restart, not opened)
