Slow performance immediately after XP boot

I've just very recently started having a problem with my Dell desktop with XP
home edition.

The system boots up fine and launches into windows quickly. However, after
I enter my user profile, certain things I can't seem to do for at least 10
minutes. At first I thought it was just internet connection related because
one of the first things I always do is launch IE. IE will sit for sometimes
over 10 minutes doing nothing until finally the home page will appear (or any
other website for that matter).

However I soon realized it was more than IE... If I try to get into System
Properties immediately after launch and several other system related
activities such as add remove programs, the system does nothing for over 10
minutes.

After this delay period everything seems to work fine.

I've tried running Virus Scan - both Avast (did a bootscan) and AVG (and
originally had PC - cillin running. I've tried removing everything out of
startup (meaning Run in MSConfig/Registry). I've tried removing all mapped
drives and shared folders. Defragged, removed temp files, cleanup disk.

Two things I can think of that I did around the time this started - one was
I attempted to setup a home network. The second was I installed Avast
antivirus. I've since tried removing Avast to no avail, and tried changing
my home network as there seems to be no way to delete/remove a home network.
I'm not really sure I believe any of these are related.

I had previously also tried booting into Safe Mode. Things seemed to work
fine in safe mode but of course I couldn't access the web or do anything.

After I wrote the initial post, I tried a System Restore to March 1st which
is a date prior to when I started having this problem. Now Windows won't
boot at all. I get to the screen where I can choose a profile - I click on
either user profile and loads settings, then just hangs on blank desktop
(background image). Nothing happens.

I'm assuming I can boot back into safe mode to try to undo the system
restore - unfortunately I won't be able to try anything for several hours
when I'm back home again.

Again - any help, utilities, or suggestions to try are greatly appreciated.

Hi, I also have this same issue on my laptop, so any info that comes in here

Saying you have the same issue as mentioned in Skendrick's post from
over two weeks ago is not nearly enough information. Why don't you just
start from the top, posting as much relevant information as you can? For

Glad I just found this! Having almost the same issue. No problem starting
up...i.e. get as far as the desktop picture. Then the trouble begins.
Nothing else appears. No icons, no task bar, no sys tray. I hit Windows key
and wait. Eventually task bar shows up. Hour glass stays on start forever!
I can, however, connect to the internet. Cannot pull up programs from start.
When I FINALLY got to system restore (through search...only way I could get
it), it would not restore to any point. Should error. Virus scan claims no
virus. Oh, now I can't connect wirelessly. Oh my.
