win xp sp3 - boot stops before welcome screen

after upgrading to sp3 the boot stops before the welcome screen.
The same thing happens when I boot in safe mode.
what can be done?

What does "boot stops" actually mean? Error messages? Describe what you
see...

There is no Error message just a blue screen and a small Microsoft logo
There is no way to get toa user logon
