Disabled Syles in Windows?

Disabled Syles in Windows?
My friend's system is displaying without some styles? I believe she turned
something off while trying to change the desktop image.
I am a web developer and understand CSS and it appears some are shut off.
Not only on the web, but in windows itself. Links are default blue, text
sizes are default and over-sized. I cannot find anywhere on the web or in
windows where it gives an option to turn on / off. I tried a system restore
and the problem remains.
Please help if you know what this setting is and how to fix it back to
default.

Control Panel > Display > Themes tab > Theme: Windows XP

I tried that and everything goes back to default, but some seem to not even
be there. Links are default blue/purple, background images do not show,
background colors are white, etc.
I opened a Dell program, so remained out of the internet, and the styles are
not there either.
I tried a system restore back before it was changed, and it did not help, no
display settings were changed.
Is there anyway I can reset windows default display other than Control Panel
