Grab the desktop icon for IE and HOLD DOWN the left button while
dragging the icon to the Start button. KEEP holding down the button
while the All Programs button opens the programs panel(s). Keep holding
down the button until you place where you want the listing for IE to be,
then let go of the mouse button. It will remain on the All Programs panel.

Right click on your Start button and select Open All Users from the menu that
pops out.
In the right hand pane, double click on the Programs folder.
You should now be in this folder,
C:\Documents and Settings\All Users\Start Menu\Programs
In the right hand pane, right click on an open spot and select New -> Shortcut
from the menu.
Copy the following command, including the quotation marks, and paste it into the
location box.
"C:\Program Files\Internet Explorer\iexplore.exe"
Hit the Next button.
Name your new shortcut Internet Explorer and click the Finish button.
Click on your Start button and see if there's a shortcut to IE listed under All
Programs.
Note: You can also go to the C:\Program Files\Internet Explorer folder, right
click on iexplore.exe, select Send to Desktop (create shortcut) from the menu,
and drag and drop the new shortcut from your desktop onto your Start -> All
Programs menu.
Good luck
