======================================
The image resizer powertoy doesn't rotate images.

Windows Picture and Fax Viewer does lossless
JPEG rotation if the image dimensions are multiples
of 16.

Maybe the following article would offer some ideas:

Lossless jpegtran applications

Ah! I must be mistaken then. So, which program gives the rotate images
options when I right click on an image (in XP)?

===============================
"Rotate Clockwise" and "Rotate Counter
Clockwise"...are functions of Windows
Picture and Fax Viewer.

The only command the powertoy resizer
adds to the context menu is "Resize"...

Re: image resizer powertoy
mspaint seems to retain
resolution when rotating jpg's,
perhaps equal to or better than
third party freeware.

That is great to know, I didn't know that. However, I was more
interested in the right clicking menu; it avoids having to open another
application.

regards,
Sam
