camera and scanner wizard

I use Windows XP and when I put a flash card in a card reader the camera and
scanner wizard was immediately opening once the flash card was inserted in
the Dazzle cardreader. But not consistently. If somehow it idsappeared I
could not reopen it.
Now it will open indicating that it will import only from my Epson scanner.
Or from my HP scanner.
I see no instructions opr explanations.
I have no idea how to open it. And no idea how to direct it to the source I
want it to use i.e. my flash cards in my Dazzle card reader.
