Problem starting program

Problem starting program
A friend is having a problem with this program, does anyone have any
suggestions?
Maybe Walt can help me with my computer, I used to be able to open
photofiltre and now when I click the image it says Bad Image for the icon,
and comes up with this:

PhotoFiltre.exe-Bad Image
The application or DLL c:\Windows\system32\msvfw32.dll is not a valid
Windows image. Please check this against your installation diskette.

Tryed reloaded the free program, and also restoring back a month or so. No
luck!!!

Sorry Walt...this newsgroup is for Windows XP Photos...
I cannot speak for anyone else but I'm not familiar with
PhotoFiltre.
