connot save picture or video in any program

When trying to save the file, the program is just getting stuck. It
seems that I can only move or copy the file from one location to
another, but not creating new files. It does not even let me to save
it when r-clicking a link to it and selecting "Save As". The result is
always the same: the program is getting stuck and I have to end it.

Other files works normally. I have no problem saving text, document or
spreadsheet files.

The os is WinXP.
