Dog green-eye

I get green-eye photos when I snap my dog with even a low flash. Red-eye
removal software does not do anything for the problem.

What can I use to eliminate green-eye?

FWIW...an external flash mounted on a bracket similar
to the one in the picture can eliminate red-eye. This type
of setup requires a camera with a hot shoe.
