XP Fax Install Computer Freezes halfway through

I had to do a fresh install of XP three weeks back. I had Fax installed b4
with no problems but now when I tryed to install Fax the computer froze
halfway into the install. I gave it 15 minutes before I did a hard restart
and now I have the icons for Fax but the program doesn't work and according
to Windows components it's not installed. I restarted to computer and tried
to reinstall it and it froze in the same place and my computer started making
a high pitched scream that did not stop until I forced a shut down via the
power button. My computer refuses to do a restore to a previous checkpoint
and I am at my wits end. Any ideas?
P.S. I did shut down all other programs including anti-virus.
