Cannot communicate to Lexmark 83 from Windows XP Pro

I have a Dell desktop system that I had been running my Lexmark 83
printer with for several years. I had to go back and reinstall Windows
XP Pro SP2 from scratch (did not format the drive) and reinstalled the
Lexmark 83 software/drivers. now I am unable to print to the printer.
i am getting a message that says the system can not communicate with
the printer. i have tried the cable, power off and on. i have even
cleaned the registry (reg-edit). nothing has worked. i am about to
drop kick this printer out the nearest window. anyone else had this
problem and found a solution?

First thing to do is uninstal/reinstall the printer correctly:
