What your CD-ROM model and do you use a burning software?.
Have a look in the Device manager for your CD-ROM and start the wizard to
troubleshoot the CD-ROM or you can uninstall it and reboot your machine,
windows will detect it and install it for you.

Not sure I ever saw this error until experiencing it today myself.

Suspect its pretty much a 'no action necessary error' as it occurred just
after I'd cleaned all my history tracks (everything), then re-booted while my
USB read-writer was still powered-connected.

Maybe someone here can acknowledge the knowledge and disclose common causes
for this error?
