Cannot access programs

Cannot access programs
Something happened to my local user profile. My machine allows me to log on
to my domain, but when I try to open up a program, it says "Windows cannot
access the specified device, path, or file. You may not have the appropriate
permissions to access the item." The programs are on the local machine. Some
users who log on get the same message; others do not. The domain is set up to
save files and be able to access them from other machines throughout the
building.

I am able to log on to my local machine as an administrator. How can I fix
my profile so that I can access my programs?
