This has nothing to do with SP3 and everything to do with McAfee. McAfee has
its own firewall and that is why the built-in Windows Firewall is off.
McAfee is a garbage program so consider replacing it with something better
such as NOD32 or Avast (if you need a free antivirus). The built-in Windows
Firewall is adequate for most people. If you decide to keep McAfee, then
make sure you register it and enable its firewall or disable that portion
of the program and use the Windows Firewall instead.
