Cannot log in with "user" rights in the domain

Cannot log in with "user" rights in the domain
I have a Windows Server 2003 with all windows XP Pro PCs clients running.
When I setup the account and adjust the user account with "User" rights not
"Administrators" right. When I log on with that user account to test the
applications on a domain, I get "The Local Policy of this system does not
permit you to logon interactively.". But when with an administrator right,
it works. I went to the "Local Security Settings" and open "Log On Locally"
and I only see "Administrator" and 2 more user but not "Users" group account
listed. The "Add User or Group..." button is greyed out preventing me from
adding "users" to the list. It seem to be something on the server side but
don't know exactly where to do it and how it would work.

On which machine you are logging on with a user account?

Any PCs on the domain. If the account is set with "user" right it would not
get in but switching to "Admin" rights, no problem.
