SetupDiClassGuidsFromName failing at Setup start with Error0xe0000223

Hello all,

I've got an app that replaces the setup.exe in CmdLine after Sysprep
is run and the machine is rebooted. Essentially this app is the first
thing that is run when Windows comes up instead of mini-setup
running. I have a call to SetupDiClassGuidsFromName() in this app,
but sometimes it errors with 0xe0000223. I looked this error up and
the only text I could find was ERROR_NO_CONFIGMGR_SERVICES.

The really strange thing to me is that I can't seem to duplicate it in
my own environment but another person gets it every time. The
machines are the same type/model and have the same OS versions.

Also, if I run the same app in normal Windows (so no have it run as
the setup.exe replacement), it works just fine.

I am truly at a loss on this one. Is it that something needed isn't
loaded? If so, why would it work in my environment at all?
