XP wont load onto HDD

I have just built a new PC and am having trouble loading the XP operating
system onto it.
It copies files and gets to the stage where it successfully completes part
one and says it will reboot in 15 seconds to continue loading the operating
system.
On rebooting it starts the process all over again [ie does not go to part 2
of the process].
Any ideas please?????

Are you "Pressing Any Key to Boot from CD..." each time?
Does your boot order include your hard disk drive in the BIOS?

no i am not pressing any key..it restarts by itself...and yes the HDD is
nominated as 2nd device
