usb devices on multiple ports

as it stands right now when I have a pc that has a usb device attached to it,
i install it on the first usb port. then I unplug it and put it into the
next usb port and install it. then the same on the next port.....some of my
Dell's have 7 usb ports.

this is becuase my users don't have rights to install the devices, so if
they ever unplug the device for whatever reason, it's been installed on all
the ports and they won't have to worry about getting it back into the correct
port.

any way to avoid this on windows xp? I just want to install the device
once, and have that config copied to every usb port.
