Correcting language

Hi, I got a IBM machine I believe sold originally in Norway.
Everything is in English exept : trying to dl from upgrade from IBM ,
pre-intalled audio software. All screens are in English but when it comes to
installation, screen
menus show in Norwegian, same with audio software - starts in Norwegian.
IBM has no clue..??? Where is that language thingy located.?
Machine is under warranty, so I could ask for replacement part -EPROM, BIOS
or what ??? Again, everything else is in English. Any ideas please and
