It sounds like your Windows XP installation may have more serious problems.
These problems are more likely to be the reason why SFC fails to function.
If CHKDSK gets called into action, things are likely to be pretty bad
already.

I don't think that CHKDSK writes a log of its activities anywhere. (I could
be wrong on that, but I've never seen one.) It might be worthwhile to check
the System and Application event logs.
I would suggest you do a clean install of Windows, install the service pack,
test SFC (it runs fine on my SP3 systems) and reinstall your applications
and data.
