Video Card Shot???

Video Card Shot???
Hello, Does this sound familiar to anyone....

For about 3 days I was getting red dots forming small squares on the lower
half of my monitor on my desktop pc. At first I thought my monitor was
failing. I could still use the computer, it was just a mild inconvience at
first. However, today I can not see anything on computer at all. Not even the
boot up screens. I do not get "No Signal" msg on the monitor, instead the
green power light turns yellow and then the screen remains blank.The computer
is booting up or at least it sounds like it. The lights flash appropriatly
and what not.

I do not have another monitor to hook up to the computer but I do have a
tablet pc, which I hooked up to the monitor that was on the desktop. The
monitor outputs the tablet pc just fine, no red dots or anything. Does this
mean my video card on the desktop is bad?
