Disallow RDP disconnect

Is there a way to disallow RDP disconnect and force a logoff instead?

I have a couple of users in my Win2003 domain that are simply too lazy to
log off when working remotely via RDP to their workstations, so they
disconnect instead. However, I do virtually all of my software updates and
maintenance remotely, so I can never tell when the user is actually logged on
and when disconnected. I would like to simply disallow, for those specific
users, the disconnect option, including the "X" on the RDP session control
bar. Alternatively, if there is a way to force a logoff following a
disconnect, that would work also.

I cannot enable it at the machine level because I need the ability to
connect to the station as administrator, start a process, then disconnect and
reconnect later from home to finish the process.

There are group policies that may do that. Have you looked at those?
